Work requirements will withdraw Medicaid's 'hand up' assistance

NH GOP leaders plan to add Medicaid work requirement

Liberal-leaning groups had already hinted at challenging Medicaid work requirements in court before the Kentucky waiver was approved, and some of those same groups harshly criticized at the policies in the state's demonstration project.

The state has in the past sought permission from the federal government to impose work requirements on certain Medicaid recipients, but under the Obama administration was denied.

Changes to the state's Medicaid program, a federal healthcare system which provides coverage to low-income citizens, were announced Friday. That's why imposing a work requirement on trust fund babies, the next-generation of ultra-wealthy, hedge fund managers, big-oil executives and all the others who just scored big on the Republican tax bill makes a lot of sense.

Before the payment increases, Medicaid fees for primary care services for all age groups were typically 59 percent of the amount paid by Medicare, the USA health program for the elderly, researchers note in Pediatrics.

Kaiser Health News (KHN) is a national health policy news service.

But CMS said it is willing to allow states to attempt to demonstrate that such efforts can make people healthier "through the positive physical and mental health benefits associated with work". "Implementing co-pay and employment hurdles will increase administration costs and will inadvertently reduce access to health care for consumers in great need".

Bevin has dubbed the new program Kentucky Helping to Engage and Achieve Long Term Health, or Kentucky HEALTH.

Six percent were looking for work.

The Trump administration's watershed decision Thursday to allow states to test a work requirement for adult Medicaid enrollees sparked widespread criticism from doctors, advocates for the poor, and minority and disability rights groups.

Medicaid, the government's largest health insurance program, covers more than 70 million people.

Bevin's work requirement is aimed largely at "able-bodied" adults added to Medicaid under the Affordable Care Act and would exclude the elderly, disabled, medically frail, pregnant women or some adults caring for children or other relatives.

Pugel previously had told Insider that many people who will lose coverage have chronic illnesses that will go untreated until the severity of their conditions brings them to local emergency rooms, where they will receive expensive care that will be paid either by the hospitals through charity care - or by people with insurance who pay higher rates than they normally would. Kevin de León, a Democrat and the leader of California's Senate, wouldn't comment on the proposal because he said it's a non-starter. After that, their benefits will cease until they prove they have begun following the rules.

"When you take all of these things together, it takes away from what the ACA [Affordable Care Act] was trying to do, which was a seamless way to get health coverage", says Kelly Whitener, associate professor at Georgetown University's Center for Children and Families.

"The truth is, people are going to lose Medicaid coverage", he said.

And people in Medicaid are often dealing with crises - they may move a lot, or change phone numbers, making them hard to track down. The clearest result would simply be more people lacking health coverage, and the LePage administration's application to the federal Center for Medicare and Medicaid Services, or CMS, makes this clear. It is a "community engagement" requirement that may be satisfied by work, volunteer work, education, career planning, job training, and other activities.

Although each state could design these requirements differently - and some states might not add them at all - this new approach marks the first time Medicaid would require proof of work in exchange for health coverage.
